Annual call for nominations distributed in May. Nominations are due by September 9.

Installation Installation Call for Nominations
Using the NASA's Office of Human Capital Management's annual
call for nominations as a base, installations publish their
own call for nominations.

Installation Installation Review
Fellowship Coordinators should establish a Center Executive
Resources Panel to review candidates and decide upon nominations
to be forwarded to HQ for Agency-wide
competition. It is the responsibility of Fellowship Coordinators
to:
a.
Ensure
nominees are eligible.
b.
Ensure
application forms are complete and accurate including the
identification of awards received as outside, Agency or
Installation, if not already noted.
c.
Ensure
that no more than one candidate per program is nominated
for a given year.
d.
Assist candidates in preparation for the Agency-wide selection process along with the Installation Fellowship Executive Development Education Panel (EDEP) member.
e.
Facilitate
endorsements by the Executive Position Manager (AA or Center
Director).
f.
Forward the Center Director's cover memo, NASA Development Programs Application (NASA Form 1591, March 07), and supplements, for each applicant, to the Office of Human Capital Management, Workforce Management and Development Division, Attn: Lauren Leo, Fellowship Program Manager, 300 E Street, SW, Suite 4042, Washington, DC 20546. Previous editions of the 1591 Form will not be accepted. Please be sure Center Director comments are written, training attendance is noted, and that candidates have completed the gap analysis matrix on Page 4 of the application.

Executive Development Education Panel
Paper Review
Upon receipt of nominations from Installations, NASA's Office of Human Capital Management will distribute copies of nominations to EDEP members to be rated and ranked according to the established eligibility criteria. Panel members' ratings are averaged and lower rated candidates are eliminated from further consideration. The Panel does not interview for all programs, only those noted as long (L), which require a heavier investment of time and/or financial support.

Executive Development Education Panel
Interviews
a.
EDEP
meeting dates scheduled with members.
b.
Interview
schedule established at least two weeks prior to the interview
date. Interviewees and Fellowship Coordinators notified
of date, time, and location.
c.
EDEP
divided into sub-panels. Sub-panels interview selected
candidates for specific programs and make preliminary recommendations
for those programs.
d.
EDEP
meets as a whole to evaluate the candidates across all programs.
e.
EDEP
recommendations are forwarded to the AA for Human Capital
Management for final approval.

NASA's Office of Human Capital Management
Installation Notification
NASA's Office of Human Capital Management notifies AA's/Center Directors of final approval with cc's to EDEP members, Training Officers, and Fellowship Coordinators. One week after notifying the Center Directors, NASA's Office of Human Capital Management sends e-mails to all applicants on the status of their selection.
7. Installation Candidate
Notification, Preparation and Coordination with Universities
Fellowship Coordinators notify applicants of the status of
their selection. EDEP members are encouraged to meet
with unsuccessful candidates at this point to provide feedback
and suggestions on future development options. Fellowship
Coordinators then:
a.
Obtain
university application forms for their successful candidates.
b.
Assist
candidates in completing applications.
c.
Assist candidates in submitting 1735 training request in SATERN
8.
NASA's Office of Human Capital Management
Fellowship Administration
The Office of Human Capital Management manages all training and travel money associated with fellowships.
Training:
a. Fellowship recipients submit a 1735 training request through SATERN.
b. On the 1735, candidates must change the name of their supervisor to read “Lauren Leo” for OHCM approval.
c. In the notes section of the 1735, candidates should include “Agency-sponsored fellowship” so the NSSC knows to charge OHCM for the tuition. Also include the address of the administration office of the program which the candidate is attending.
d. OHCM approves and then the 1735 gets routed to Training Officers or Fellowship Coordinators for final approval before being sent to the NSSC.
e. NSSC sends monies to the appropriate university.
Travel:
a. Candidate obtains flight itinerary for travel to the program.
b. Candidate contacts June Cirillo (june.davis-1@nasa.gov or (202) 358-0698) with itinerary. June will prepare candidates’ travel orders.
c. After program completion, candidates will contact June Cirillo to prepare travel voucher.
9.
Installation Installation Administration
It is the responsibility of the Installation Training Coordinator to contact NASA's Fellowship Program Manager with any questions.
10.
Installation Cancellations
If for any reason an approved nominee is unable to attend a Fellowship program, the Installation Fellowship Coordinator must contact NASA's Fellowship Program Manager, Lauren Leo, Office of Human Capital Management, immediately.
11.
Installation Reentry
Fellowship Coordinators are required to ensure that all Fellowship attendees complete and submit a Fellowship Program Evaluation and Reentry Report (NASA Form 1591A) to NASA's Fellowship Program Manager, Lauren Leo, Office of Human Capital Management, within six months of completing their Fellowship. Coordinators need to ensure that the requirement to obtain the Center Directors input and signature are met.
